Trade Policy Implications of The Basel Convention Export Ban on Recyclables from Developed to Developing Countries



The Third conference or the Parties to the Basel Convention on the Transboundary Movements of Hazardous Wastes and their Disposal, in September 1995, agreed by consensus to amend the Convention to provide, inter alia, ror a ban on the movement of hazardous waste recyclables from Annex VII listed countries, ostensibly OECD countries, to non annex VII listed countries. The ban is to be in place by December 31, 1997. At the same meeting, the Basel Convention's Technical Working Croup was chargecl with better characterizing hazardous wastes under the Convention, with the express intention of clarifying the scope of the recyclables ban.n
